RePac: Sizing [books] at the Forrestal Campus, Princeton

Though the books are being sent to New York libraries (the New York Public Library and Columbia University), all of the persons involved appear to be residents of New Jersey. Why is the New York Public Library paying salaries to New Jersey residents, rather than employing New York City residents? Questions of cost have been raised by Professor Darnton regarding The New York Public Library. What is wrong with this picture?
